The 1906 legislation amended prior Meat Inspection Acts of 1890 and 1891 and other laws that had provided for USDA inspection of slaughtered animals and meat products but had proven ineffective in regulating many unsafe and unsanitary practices by the meatpacking . The law was substantially amended by the Wholesome Meat Act of 1967.
